Middleton Electoral Area Local Area Plan Review.

Cloyne — Your town- Your opinion

Cork County Council has commenced a review of the 10 Electoral Area Local Area Plans originally adopted in 2005 that together cover the entire County.

Midleton Electoral Area lies entirely within the CASP area and is split between two of the Strategic Planning Areas defined in the County Development Plan 2009, Metropolitan Strategic Planning Area and CASP Ring Strategic Planning Area. There is an extensive network of settlements in the electoral area comprising the
four main towns of Carrigtwohill, Cobh, Midleton and Youghal, three Key Villages, Castlemartyr, Killeagh and Cloyne, ten each of villages and village nuclei and the Specialist Employment Centre of Whitegate/ Aghada. Cobh, Midleton and Youghal each have a Town Council, who are responsible for the administration of the lands within the town boundary and operate as separate planning authorities for those administrative areas.

It is the Council’s intention to prepare a new draft Local Area Plan for each electoral area and to make these available to the public for comment during the Autumn of 2010 so that the new local area plans can be completed before September 2011. It is envisaged that the new plans will replace the Special Local Area Plans prepared in 2005 for Carrigtwohill, Midleton and Blarney – Kilbarry.  At this initial stage, to help explain the planning issues that the electoral areas will face, a series of Outline Strategy documents are being prepared and the County Council intends to make these available for public consultation between Monday, 4 January 2010 and 4.00 pm on Monday, 1 March 2010.

Martin Riordan, County Manager, said: “The review of the Local Area Plans for the Electoral Areas is an important opportunity to review and refocus the planning policies that apply locally across the County. In the current economic climate, the emphasis will be very much directed to creating favourable conditions where the County’s economy and employment base can sustainably regenerate as the effects of the recession begin to ease. Once complete the new plans will compliment the County Development Plan 2009 and will become important documents guiding day-to-day planning decisions in both the urban and rural areas of the County.”

Cloyne District Community Council intend to facilitate the delivery of submissions from the people of Cloyne and surrounding areas . An explanation leaflet will be distributed and a suggestion box will be placed in local shops. As a Community and as a Community Council we need to review this Outline Strategy and make our comments on the County Council plans for the Cloyne area and bring up any omissions or other issues not already included in it.

All the contributions and suggestion will then be collated and sent to The Senior Planner in a formal printed submission. The people of Cloyne need to comment on this plan, identify any omissions and provide any supplementary information. It is an opportunity to give your views , make a direct link to the planning authorities and consider the impact on the future of the area

Copies of the Outline Strategy will be available to inspect and/or purchase from the Planning Policy Unit from 4 January 2010. Copies will also be available for inspection at Council Offices, libraries and at www.corkcoco.ie from the first day of the consultation period.

Any member of the public wishing to make a written submission can do so during that period either in paper format or by e-mail.
